They considered his Pride career as well. Since the UFC bought Pride it transfers over I guess. In the poster above you can see it says Pride 2005 GP winner.

But there is more to just being in the HOF than records. It's memorable fights, title wins, and overall just being a legendary fighter.

They put in his list of achievements right there in the post "Pride 05 Grand Prix Winner" it's based on his whole career.

Won the belt, had 2 legendary fights with Hendo. Plus Pride is under the UFC banner at this point so his accolades there count for the purposes of HOF stuff.
 
Was pretty shady that Ihor fought right after the announcement. Did him dirtay. Imho
 
The reason Shogun got inducted is the exact reason stated by the UFC in its promo. "You can't discuss the history of the MMA without mentioning Shogun Rua." It's not necessarily that he did XYZ that was so much that made him "worth" the HOF. When the sport was new, and was still taking shape and trying to find its place in the sports universe, he was an integral part of it.
