A Cz-52 chambered in the 7.62x25 round can do the same thing and can be found at most gun shows for $150.
Just because one crazy asshole went on a rampage with it doesnt mean they will ban it. They havent banned cars and look at how many crazy assholes kill people everyday with those.
The five-seven isnt a very good gun for stopping power and for $900 I could almost buy 2 .40 springfield xd's that would drop people alot faster. How often are you gonna be faced with body armor? I'm not stating this as far as the base attack is concerned, I'm saying for everyday self-defense. The fort hood killer deserves to hang by his nuts.
That being said, why the fuck was the only person on a US military base with a gun a police officer? That dude should have been cut to shreds as soon as he fired his first shot.
that old czech piece of crap doesnt hold twenty shots, is awkward as your first lay to fire and won't penetrate modern body armor.
the five-seven was almost banned once before
from a practical standpoint you're right & the cartridges for the Herstal are like $3 or $4 a piece
doesn't make a bit of sense, I think it happened during the Tet Offensive as well- they lock up all the GIs weapons to prevent soemthing like this and it leaves them all defensless

Well, I guess we can enjoy the Assault Weapons Ban from the early 90s coming back. I love how one stupid asshole ends up ruining it for the rest of us.
