Goes by many names; I was taught that it was called a "back swing kick" (Dwee Dol Yeo in Korean). One of the harder kicks to master-- for me, anyway-- since unlike many others, it doesn't lend itself to being broken down into definable steps (i.e. "chamber/kick"). Rather, it is performed mostly in one smooth, fluid motion that delivers the maximum force at the apex/contact with the target. The target, almost exclusively, being the head.
If it is thrown by a skilled TKD fighter and connects solidly, the result is almost always the same as seen in the video: the guy getting his has his lights off before he hits the floor,
