Because when Ken tapped, the ref didn't see it, so when they stopped fighting, he moved in and told them to continue. Ken was already done having been choked out, so when Royce went back onto his back, he didn't know what he was doing so he grabbed his leg. In the confusion, Royce started yelling to Ken, "You tapped, you tapped," and then the ref started asking them what the hell happened and you can see Ken nod, they stand up, and everything gets straightened out.
Confusion in the heat of the moment that was settled more calmly than, as an obvious example, Coleman/Shogun

To be fair, though, the ref didn't see the tap against Ken, Gordeau bit him, and BJM spotted the Delucia armbar late.
