First off he didn't almost die, the crowd just started a bunch of rumours like the fact he needed a tracheotomy when it was actually just a breathing tube. Second the city council doesn't want to ban it, just one council member named Grant Nordman who happens to be a total retard and said everyone attending the event was a 'ghoul'.

Didnt the doc say he will be never fighting again? But the guy actually already wants to return to training as soon as possible... he only has to wait till he is healed...
incredible tough but maybe also a bit crazy / risky...expecially after such a beating...
