Ok, if you do nothing to it but put on a cheap scope, maybe. But cheap scopes nowadays aren't what they used to be. Used to be they were just cheap but you could count on them to function, i.e. hold a zero and adjust as advertised. Not so much now. Buyer beware.
After going through 6 POS scopes like the one you referenced, I inevitably had to shitcan them and buy a good one. The entire process of trying to save money cost me more than the price of just the good one.
So to the thread starter, it you fancy gambling, you can try a really cheap scope and it might or might not hold a zero for very long. You maybe lucky!
Otherwise, piece meal together good stuff that you can count on for the long haul. You won't regret quality. You'll pay more for it and be poorer for it, but it'll be good. Just saying...
