You can't ask a fledgeling fight organization pay $1Million+ per fight for Fedor when the fight organization itself only makes $500k on ticket sales and PPV sales (in this case, no PPV, just TV ratings).
Unfortunately, organizations like Strikeforce and Affliction are so deperate to be taken seriously in MMA that when Fedor comes around, they can't help but agree to the rediculous deal that M-1 Global throws at them just so they can be considered relevant and mainstream for a little while.
I guess that's what "promoting world wide MMA" is really about.
