Best Non-Pride/UFC Fighters

I'm new here, so I apologize if this is a repeat (it probably is). I was wondering who you consider to be the best fighther in each weight class to have never fought in either Pride or UFC? One of the biggest ones that comes to my mind would be Welterweight ROTR Champ Jake Shields. He had one helluva fight against Carlos Condit a few months ago. Also, why do you think that Pride or UFC haven't gone after these fighters? Is it because the fighter would demand too much money to fight? But that wouldn't make sense, since the UFC is considered "the big show" for fighters to strive towards. Why is the UFC content on bringing up sub-par fighters and putting them on some reality show just to build their popularity, and then giving them fights in the UFC. I mean, look at some of these fighters that they have had on the show. Mike Stine? Jesse Forbes? Matt Hamill? These guys are potential UFC fighters??? Come on- What about Shields and Condit? It's gotta be the money factor. So- I ask again- Who are some of the best non-UFC/Pride fighters, and why is the UFC/Pride passing them over?

The UFC does not care for good fighters, which is why your question is wrong. Best non Pride fighters would be better. Sure they also have good fighters, but that is because they are also marketable / to hype.

Rampage, Franklin, Hughes, Manhoef, Penn and a bunch of Shooto guys if they aint allready in Pride Bushido.

Most of them would be fighting for the WFA or K-1 MMA orgs. These are the #3 and #4 orgs in the world. Big stars like Quinton Jackson, Kazushi Sakuraba, Lyoto Machida and Genki Sudo fight for them.
