Wikileaks has published a US Special Forces counterinsurgency manual, titled Foreign Internal Defense Tactics Techniques and Procedures for Special Forces (1994, 2004).
"The document, which has been verified, is official US Special Forces doctrine. It directly advocates training paramilitaries, pervasive surveillance, censorship, press control and restrictions on labor unions & political parties. It directly advocates warrantless searches, detainment without charge and the suspension of habeas corpus. It directly advocates bribery, employing terrorists, false flag operations and concealing human rights abuses from journalists. And it directly advocates the extensive use of 'psychological operations' (propaganda) to make these and other 'population & resource control' measures more palatable."

having read the manual myself back in the day, your post is a bit misleading. we have a manual out there for just about anything. i'm sure on some shelf in the pentagon you will find documents on how to wage nuclear war. that doesn't mean that we are actively hoping and pursuing nuclear annihilation of other nations.
plus, fighting a counter-insurgency is hard, and often difficult. do you really think we would have much luck tracking down insurgents in afghanistan if we had to obtain a search warrant (by whom?) before we could kick open a door? the u.s. military isn't perfect, but i can assure you we do more than just about any other nation to fight our wars humanely an in respect to the laws of war. do we collectively fuck up now and again? of course. however we do not have an institutionalized organization bent solely on perversing human rights. hell if we did, iraq would have been carpet bombed into oblivion and the only thing you would see there now would be oil contractors and their bodygaurds.

This kind of thing shouldnt be endorsed by the greatest military on earth.

well i would have to re-read the document in order to access in what context such actions are being suggested. however i can tell you that as a whole, the u.s. military is not walking around employing terrorists and conducting false-flag operations. you are naive if you think otherwise. i also am very suspicious that the wording of the manual specifically calls for employing terrorists. i think this is inferred along the lines of working with local militias to achieve simialar goals. not the same thing.

From what I can find this is both old and widely available (no need to be 'leaked).
The current is FM 3-05.202, Special Forces Foreign Internal Defense Operations, published last year.
