It isn’t only about the nukes for North Korea, they are doing other things to meet demands (or so it seems.) They are in closer negotiations with South Korea, allowing relatives and families that have been torn apart for 50 years to reunite. They are sending back remains of soldiers that died in North Korea, to the United States and South Korea. They are building transportation lines to the South to help accommodate travel for the people allowed to come into the North. They still have a lot of work but at least they are at least acting like they want to change.

However, the declaration, which covers nuclear production dating back to 1986, does not contain detailed information about North Korea's suspected program of developing weapons fueled by enriched uranium.
It also does not provide a complete accounting of how it allegedly helped Syria build what senior U.S. intelligence officials say was a secret nuclear reactor meant to make plutonium, which can be used to make high-yield nuclear weapons. Israeli jets bombed the structure in the remote eastern desert of Syria in September 2007.

So its a gesture not much more
The question is, is the US action only a gesture as well, the article implies that it is.

They have been empirically "proven" (examined) to be more a tool of political manipulation (voter perception) then any meaningful change in any government.
Sources available, but this is common knowledge amongst political scientists. Well, sure debates rage, but quantitatively, sanctions don't do shit. They are what I would call a "attitudinal" message from the sanctioner to the santionee.
lah.

An "attitudinal" message needs to be sent from time to time. Better sanctions than missiles.
This is a step in the right direction, this is progress. There's still alot that needs to be disclosed by NK, but they gave us some valuable information, so they got something in return. I was pleased to read about this earlier today.

By taking North Korea off the Trading With Enemies Act, the U.S. is removing licensing requirements for Americans who want to import goods from North Korea; provisions that affect Americans involved in shipping goods from other countries into North Korea; and some prohibitions on financial transfers by the North Korean government.
The president, however, signed an executive order on Thursday to keep two other prohibitions in place. These involve the interaction of Americans with ships flying the North Korean flag; and the freezing of certain kinds of assets first placed on hold in 2000...
...The president insisted the U.S. was not giving North Korea a free ride, saying the U.S. action would have little impact on North Korea's financial and diplomatic isolation. "It will remain one of the most heavily sanctioned nations in the world," Bush said. All U.N. sanctions, for example, will remain in place....
...Bush said that to end its isolation, North Korea must, for instance, dismantle all of its nuclear facilities and resolve outstanding questions on its highly enriched uranium and proliferation activities "and end these activities in a way that we can fully verify."

So what's the big deal?
This is mainly a show of faith on both sides, nothing will really change until N. Korea gets serious about changing.
