A citizen is NOT the same as a Natural Born citizen. Atlantis, like Panama, makes him a citizen but not a Natural Born one.

I'm sure the framers of the Constitution wanted there to be a question about "natural born" citizens who were born outside of the United States who have two "natural born" American parents serving in the military.
