I downloaded the raw data in Excel format from
National Center for Education Statistics (NCES) Home Page, a part of the U.S. Department of Education and used Microsoft Mappoint to recreate one map and create two additional maps.
The first map shows shows the percent of adults with HS diploma or higher, this shows the same information as one of the maps in the OP.
The second map shows the % increase in adults with a HS diploma or higher from 2000 - 2005.
The third map shows the % increase in adults with a HS diploma or higher from 1990 - 2005.
Does the first map indicate that southern "Republicans" are backwards and ignorant, because they have a large percentage of their population that are not HS graduates? You could view it that way, or you could say that for many decades possessing a HS diploma wasn't seen as necessary, because youths were needed to help support the family and there were plenty of good paying jobs in furniture factories, textile mills.
Does the third map indicate that southern Republican states are "outperforming" other states over this time frame, or does it indicate that souther states were historically lower performing and simply had more room for improvement? The answer depends on your perspective, and what side of the debate you are trying support.
