Hostage drill prepares school for crisis

BURLINGTON TOWNSHIP — The scenario has played out in real life across America: Gunfire echoes through a school and students are held hostage.

But police, faculty and staff lived out their own make-believe version yesterday of just such a tragedy at Burlington Township High School, complete with Kevlar-clad officers, armed suspects and students portraying the wounded and dead.

The purpose of the drill was to test the reactions of police, faculty and administration.

“You perform as you practice,” Superintendent Chris Manno said prior to the exercise. “We need to practice under conditions as real as possible in order to evaluate our procedures and plans so that they're as effective as possible.”

The mock terror attack involved two irate men armed with handguns who invaded the high school through the front door. They pretended to shoot several students in the hallway and then barricaded themselves in the media center with 10 student hostages.

Two Burlington Township police detectives portrayed the gunmen. Investigators described them as members of a right-wing fundamentalist group called the “New Crusaders” who don't believe in separation of church and state. The mock gunmen went to the school seeking justice because the daughter of one had been expelled for praying before class.

To make the drill more realistic, about 10 students volunteered to act as hostages or wounded victims. Several faculty members helped simulate a complete school lockdown, followed by an evacuation.

The full student body was not present for the drill because of a scheduled half-day of classes, officials said.


At the start of the drill, an announcement over the loudspeaker system informed faculty and staff that a “Code 3 lockdown” was in effect, thus requiring students to remain in classrooms, away from all windows and doors.

School Resource Officer George Bogda appeared next, maneuvering through a hallway, toward the media center, where he located the gunmen and radioed his location to officers.

A short time later, a team of five police officers entered the school and moved up the hallway toward the media center with their firearms drawn.

They took up positions around the media center doors to contain the gunmen to the room so the rest of the rest of the school could be safely evacuated.

Members of the Burlington County Joint Tactical Team, more commonly known as SWAT for Special Weapons and Tactics, also arrived to evacuate wounded students and perform emergency first aid.

Observing and evaluating during the exercise were various police officers, school administrators and officials from the state and the county Office of Emergency Management.

Burlington Township Public Safety Director William Corter said the drill was the first live exercise testing the police and school response plans to a hostage crisis.

“This should really show how well we work together and respond,” Corter said. “If mistakes are made, we want to know how they should be corrected. The things we do right, we still want to see how we can make them better.”

HOME-SCHOOLERS TAKE OFFENSE AT MUSKEGON MOCK TERRORIST DRILL MUSKEGON, Mich. — A mock terrorist exercise in Muskegon last month offended home-schoolers nationwide through its choice of an imagined terrorist group, which home-schoolers say unfairly characterized them as violent extremists.

City and school officials coordinated the exercise to prepare for a possible scenario in which a bomb was planted by terrorists in a school bus full of children. The name of the terrorist group used by coordinators was "Wackos Against Schools and Education," who, according to materials describing the scenario, believed that everyone should be home-schooled. That description was published in the Muskegon Chronicle to explain the exercise, leading to a flood of calls and e-mails from home-schoolers and home-school advocacy groups across the nation. "Home-schoolers have never been accused of violence against any school," said Chris Klicka of the Washington-based Home-Schooling Legal Defense Association. "There's an outpouring from the nation — it's a mockery against what home-schooling is and the contributions home-schoolers have made to the country."

Daniel Stout, chief deputy of emergency services for the Muskegon Sheriff's Department, said his intention with the name was not to make a statement against home-schoolers. "That's just what I decided to use," he told the Muskegon Chronicle. "It may have been a poor choice, but that's what was used ... I'm the one who wrote the scenario." The Muskegon Area Intermediate School District issued a statement saying they were not aware of the name when it was created, but apologized for its connotation. "We sincerely regret offending home-school educators," the statement said. "We believe that all parents are educators and do important work at home with their children."

if they choose a realistic scenario, I am sure you won't like it. instead they came up with a unrealistic scenario while still singling out a religious group (just not one that is a threat)

home schooling and christianity are some of the biggest threats to liberal indoctrination, so its no surprise that public schools would try to portray them not only as undesirable, but violently harmful. after all, there is nothing worse than parents, instead of a village, raising a child. that child wont learn all the most important things, such as how the exercise of american power is always wrong, christianity is backward while islam must patronized, and that private property is a farce.

looks like the only way for home-schoolers to scare everyone away from offensive potrayals is to call a jihad. violence has been a huge PR success for islam, so why wouldnt it work for home-schoolers?

i think you are just upset because they chose a realistic scenario but not the one you wanted.

it wouldn't surprise me if religious maniacs did what was described in the article. they're crazy.

i agree that they should have left motives out of the drill, it's pretty much useless information.

Does the drill differ based on which group is the terrorist?


And aas to being realistic I'm sure it must be...every time I watch TV there are groups of neo-nazis taking something over.
