What did he do that was so wonderful for NYC before 9/11. I want specifics because I cannot find anything that any other person in his position could not have done.

I lived and still live in the N.Y area. He cleaned shit up big time crime wise over here. I don't know what Mr. Totality is talking about.
My only problem with him is his stance on gays. I'm O.K. with his pro abortion views though.
Being in some parts in N.Y. you can't help but notice that some areas are in need of some good amount of abortions. To many little abortions that got away.

more than anything, he cleaned up a city that was on the brink of total mayhem... Ny is not probably one of the safest cities in the country. also, he was a brilliant prossecuter putting away tons of fucked up shitbags. true, another good mayor could have done what he did, but the point is, he was a good mayor. NY has had some fucking morons in the past. he took the reigns and made shit better. if anyone can take NY and make my 85 year old grandma feel safe walking around, that guy should be fucking president!!!!

Specifically, I did not like how Giuliani eliminated the city contracting provision under which legal minorities and women-owned businesses would be awarded city contracts even if their bids were up to 10% higher than the lowest bid. Minority business advocates thought that Giuliani's decision crippled the two-year-old New York City minority contracting program launched during the administration of his predecessor, David N. Dinkins.
Naturally, the strongest response to Giuliani's decision to eliminate a city contracting policy crucial to the development of the city's minority- and women-owned business enterprises (M/WBEs) came from the entrepreneurs themselves. They were quoted saying that it was a step back to the 1960s when minority contractors had to picket and riot in order to get the jobs.
