It did not sound like a joke, more like badly worded and taken out of context.
He was trying to say how many states he had been to in a certain amount of time. Obviously some of the states he had been to more than once and he was counting them seperately.

Yeah, that's what is a touch more important here.
How can people vote for a guy that doesn't know what terrorist groups Iran has supported and then claims that sitting down and having a spot of tea with them is going to be the solution to our problems? What are you going to talk to Iran's leaders about? You don't know anything about the middle-east in the first place. __________________
