Military denies benifits to soldier who lost two brothers in Iraq

Army Spc. Jason Hubbard served in Iraq along with his two brothers. Unfortunately both of his brothers died in service leaving him as his parents only surviving child. Military policy dictates he must leave service to prevent a family from losing all of its children. Until now though military policy didn't demand that the soldier repay his enlistment bonus, then deny them education stipends and cancel medical benefits.
Even as out of touch as this administration is, how can they possibly think policies like this are a good idea?

Spc. Hubbard is getting help from a Congressmen and he does not have to pay back the bonus and some of his medical benefits have been restored.

Is this the current administrations fault? Did the current administration put this policy into effect or has it been in effect for some time now?

Don't get me wrong, I don't agree with much this administration does. But the constant blaming of every little thing on the current administration is a bit ridiculous.

I saw this story on AOL this morning when I got up and when I went back to it for a link it was gone, hence no link. Google did turn up the updated story. http://www.forbes.com/feeds/ap/2008/...ap4899309.html
I don't doubt that previous administrations have had the power to take these benifits away, I've just never heard of it done before. Same as trying to recoup signing bonuses from soldiers wounded in war because the soldier hadn't "provided servies payed for."

And I am aware that official policy doesn't force wounded soldiers to repay those bonuses, but month after month stories like these pop up. They get blamed on bureaucratic mistakes, but how many mistakes need be made before some responsibility is taken for the incompetence?
