I'm not very well read on this subject so I hesitate to offer any opinion. It's seems a little surprising that the kid is only 9 years old though, I thought these issues were explicitly linked to puberty/sexual development.

The parents...with the blessing of the liberals running the school...have basically decided to allow this kid to become a transvestite. In today's f'd up PC world it's not "No dice, get the kid some psychiatric help now!"...it's..."Ok, lets counsel 100 other kids as to why this is perfectly normal and acceptable." This is a recognized mental illness. You don't indulge it any more than you indulge schizophrenia. You treat it.
