If the government is going to insure your losses then it has the right to require reasonable precautions to mitigate loss. I live in a Hurricane/Flood Plain and we have the exact same regulations. If you can't afford to live where you do then you simply cannot afford to live there. There are really only three options. Restrict people from living there, let them live there at their own risk, or insure them so long as they take appropriate measures to mitigate.

I live in the area and yes it does flood frequently but not on the scale it is at now, usually it floods in a few feet that doesnt affect anything. Most people that can move out till the flood is over has, but there are some people that want to stay to try to save their house or dont have anywhere to go. Its not like its just small poor towns there are some nice places that are being effected by the flood too. I guess you could say the same about people that live in tornato ally or on the coast that gets hit by hurricans. Also some of the leveys are not holding up like they are suppose to do.

Thats what happens when you live in shit-ass backwards middle america. If it isn't chicago and it is the mid-west, it doesn't matter.
to the guy under me, New Orleans was a shitty place. It was filled with corruption, trash, and crime. It is kind of like New York, if you took away Manhattan. No one would miss NYC if we could eliminate every part but Manhattan.

LOL, so I guess New Orleans was a crappy place to put a city, idiot. These are hard working taxpayers, I have no problem with the govt. helping them out with taxpayers dollars. Weres Osama at here in his own state? Chicago wastes billions in cook county but neglects the rest of the state. Farming is a hard job and if you like to eat then the govt. should protect its farmers.
Could you imagine if they wouldnt insure a black area durning Hurricane Katrina, even though those people were looting, shooting at the National Guard, and never paid taxes!!!!

Correct.
No one is saying that these people won't get some help from the governement. But if you want to be fully insured then comply with the damn regulations like everyone else.
Also- if you are SO POOR that you cannot even afford to move to another city, I fail to see why you even need insurance. What are you insuring? All the assets you DON'T have?

What "damage regulations" were the looters/crack heads following when they received 2000$ per person durning Katrina, (which the majority of that money was wasted) The regulations were unreasonable for a midwestern area. If any middle class person lost there house without insurance, they would be too poor to move anywere else.
btw, sorry that I was too harsh eariler, i see your point, but katrina refugees received 1st class treatment compaired to what these taxpayers, who are receiveing the shaft. Cook county shouldnt be operating at billions in debt, so the silent majority (rural IL) can be protected from disaters.

If the regulations are the same there as they are here then the people being poor isn't even really an issue.
The regs only apply to NEW construction and existing construction that is undergoing an amount of renovation equal to a certain percentage of the home value. Poor people could just leave their houses as they are and not have to comply with the new elevation requirements.
In this case, however, the town decided it did not even want to comply with that and ended up getting its insurance revoked.
It really is not that difficult. All the new houses and commercial buildings around here are built elevated above the ground (usually with paqrking put under the building). It is not much more expensive to build a house on pilings. Most of the houses on the Coast of NC are built on pilings and they were built so very cheaply over 50 years ago. Even the new houses Brad Pitt is building in New Orleans are on pilings.
Again, poor people need not be in compliance. Only NEW buildings and substantially renovated buildings. The government should have the right to tell people that they will not insure anymore new buildings that are intentionally built in a vulnerable position.
