Since when are cops the ultimate authority. This police state is getting ridiculous. Considering requirements to become an officer are at an all time low and nearly anyone can access that unlimited power, I don't trust cops for one moment.

Incorrect. First of all, his partner shouldn't have been up in the guy's window anyway. A knock on the window and a comment to turn down his music would've been enough. How he got his arm stuck inside the guy's car is beyond me.

They approached the situation incorrectly and when it got out of hand, they reached for their guns. Officers put their lives on the line. Its in the job description. People shouldn't have to worry about their lives because of loud music. Find other ways to get the car to stop or free your partner.

Based on what? The requirements to become an officer are the highest they have ever been. Psychological screening, deep background checks, panel interviews and degree requirements are the norm nowadays. In the past, psychological screening didn't even exist. Stop pulling crap out of your ass.

That's a district by district case, while the testing may have increased the police force in both Houston and suburban areas are strapped for cops and are now looking at people they may not have in the past...good job though esp. if you are bilingual and have a degree even if it's not in criminal law.
