I will say where I used to work. Worked 8 years in Atlanta, 2 in Memphis. My wife runs a family business and I move as she does. The biz only operates in certain cities, but I can find work anywhere.

I respect that, I asked because by your tone you seem to have mostly dealt with traffic violations and I'm curious as to how you've come to believe the criminal justice system in your country isn't about money and economics.

You sound like a perfect citizen. Seriously. You don't hate the cop or drool over him. Just be respectful, and yes, most cops don't like doing lame reports on minor charges, so you can get out of most things.
NOW, that said, you raise an issue that I can assure you is a MAJOR problem in police work- good cops who won't "snitch" on bad ones. I've sat through 5 or 6 training sessions and speeches on this. It is a problem in police work. I've often said 5% of cops are bad, 95% good and I believe that. BUT, you are right that that 95% likely won't rat out the 5%. Why? Reasons vary:
Some may feel simple loyalty. These guys may have saved the others life. They may know their coworker is corrupt, but feel indebted from prior incidents and will just hope an IA takes care of it. Some may be from friendship. Hey, I work with a guy who does stuff I don't like. He doesn't do anything illegal, but he crosses the line from "aggressive patrol" into "predatory patrol". I fear one day he'll break the law. Will I rat him out? I'd like to say yes, but I am gonna be 100% honest, until it happens, I can't say for sure. Would you rat out a friend to a cop? It is tough for anyone to do that.
It is a major issue that you bring up. You can be assured that police and sheriff depts across the nation are addressing that issue. The top brass wants it fixed because bad pub results in lawsuits, distrust, hate, etc. But that requires honest cops to rat out bad ones- bad ones who may be friends. It's a challenge to our profession. Corruption is nowhere near as bad as the mainstream thinks- but it only takes one high profile bad apple to ruin the image of 500-600 good cops.

OK, first, you are a college student. Not a cop, not a politician. You only know what someone told you in a classroom. Again- you are a college student. NOT a "criminologist". You do not have a clue how things work in the real world. Not even close to understanding the complex interaction between law enforcement and the public.
Do you know how much prisons drain out of public funding? DID YOU KNOW that the majority of prisons are run the the county sheriffs department....under the charge of the county sheriff? The same sheriff who has deputies on the road. Under the same budget that supplies those deputies and hires new deputies? Sheriffs nationwide WISH they could have LESS people in jail, so they could reassign those funds to the patrol department, NOT to the jail to house and feed prisoners taken in on minor charges. THAT is why sheriffs and chiefs nationwide are allowing so many minor charges to slide because they don't want any more people going into jails.
"educate yourself on public relations". Hmmmm. Let me see. I worked 15 years on the streets of large cities dealing in public relations. You have spent a year or two in a college classe. And I am the one who needs to be informed. The guys at work are gonna get a kick out of this one.

Once again, realize you are a simple college kid in CANADA and you are lecturing an American cop with 15 years experience how OUR system works.
Of course the criminal justice system is about money and economics. So is the banking system, and the car repair system, and the entertainment and sports industry, and the educational industry. Any organization with a budget is going to be about economics and money. Aren't they teaching you that in college? Or are they teaching you that only cops and military in America are about economics, and everyone else is about happy fresh flower patches and chocolate chip cookies for all!!!!!
You have a lot of learning to do when you graduate.
