Read the 2nd link that I posted. It's school policy to contact police when a child is being disruptive and the parents are unreachable. Calling the cops was a last, not first, resort.

How the fuck can any of you deny America is a police state when arrests are allowed to happen to innocent children. Lashing out is a common form of frustration for children. Is labeling an entire country on the basis of the actions of one child and one police officer a bit of a stereotype. I'll admit I don't have sound right now so I couldn't hear the accounts, but if the girl was out of control and the police thought the handcuffs were the best way to restrain her, then what's wrong with that?

Besides, this "police state" has policies in place to investigate such actions and determine if any reprimands of law enforcement are necessary.
