The percentage system is bogus to say the least. Putting Valero on the top for power ignores several factors:
1) There have been several controversial stoppages
2) Lack of competition
3) Quality over quantity
4) Fighter growth/decline
If a fighter is older/weaker/slower you'll never know until he faces legit competition. Klitchsko should be #1. He's constantly defending a title and stopping competition. Even in his decline he's stopping the younger opponents.
Growth. If you look at Pacman in his younger days he was a twig. He looked like a boy fighting in the ring. When he was boxing he'd only eat a cup of rice a day. Look at him now and his physique and power have improved dramatically. I don't think there's a fighter alive today, besides pacman, who could have fought under those conditions and survived long enough to be a champion.
Hardest punchers needs to look at:
1) Quality of opponents
2) Effect of KO's on opponents
There are plenty of TKO's which are nothing more than a hometown stoppage.
