Most likely the bar is 1.1" dia after you remove the ends. You have to go from 1.1" inside dia to 2" inside dia. Pobably two layers of PVC. I'd do that before using washers and shit to make up the room. One layer'll get you from 1.1 to 1.5 or so, then another to 2". Thats what I'd do.
Is that what you're asking?

Yes it takes a 7/16" bolt head or hex key or nut _ I double-threaded a nut to a bolt, and turn that to tighten/loosen the ends....

Well if you ant to get to 2 inch- unless you can find some PVC that goes from 1.1" to 2".
2-1.1=0.9 , 0.9/2=.45 a .45wall PVC 1.1 inside dia, take the ends off, slip it over, and put the ends back on.

I see what you're saying. I may try going this route instead of buying an axle, it'll save me about $80, minimum.

Wait!
PVC and CPVC Pipes - Schedule 40 & 80
this is whats available- check your hardware store. For what its worth, the 80 or so for a solid steel 2" piece is worth is- it weighs 80 pounds or so, and you'd pay 60 at WalMart for 2 45's! If you look at it like that, it's not so bad. You could request 2inch OUTSIDE dia steel pipe, but I'd go solid- why worry- and the weight is always a help.

fennway, I bought mine from a steel vendor, not an online barbell company. So I don't know what its rated at. But I do know that my reg oly bar flexes on my squat stand with 585 on it, and the 2" bar flexes not a millimeter. 
An 'Apollons Axle' is merely a 2" bar with collars- I use hose clamps for inner stops. An apollons Axle is $300.00- I paid $117 for mine, and its 8 feet long- at that rate 7 feet would be $102. You should be able to find a steel vendor that sells round stock- hell, ask about stainless, it isn't much more.
Stainless- I am buying a 7 foot standard bar of 1 inch stainless for $40.00. You know how much stronger SS is than reg steel? For $40.00 ??  I can't buy a reg barbell that good unless I spend 3 times the money.
