Training plates are sometimes a little smaller in diameter. 18" is the standard competition size.

don't know about rates, but i expect them to be cheap as a start up.

My wife works for Royal Bank, and she can only get Prime+1, so yes, getting prime is great. Especially if you have any credit card or other high interest debt, that you could pay off with it.

Really fractions of an inch isn't going to matter, as long as I don't build them and I don't have to stand on my tip toes to rack the weight or my low ones aren't like 3" below my bottom position I will be good. So a radius of 9", now I can get building.
