Well it kind of does. It was how he remembered them, sorted them out, planned them, and archived them. Like all the countless abandoned ideas he had in them.

It blew my mind when I first read it too. But I like being able to identify times when it's proper to use "to be" or even passive voice in general. Makes writing a LOT easier.
