Tak, does the tax revenue generated by automobile/gasoline taxes go directly toward funding R&D in new energy tech and or infastructure?
Part of my gripe in about it in the US is that taxes in almost every instance are placed in the general fund and never actually used to sove the underlying problem the tax was meant to "fix".

No. By law, taxes are always general purpose. But this is semantics, you could use a different kind of levy, the proceeds of which could be used for the purposes you mentioned. But then, the taxes in question try to fix an allocative inefficiency and can work towards that goal, irrespective of how the tax money is spent. Using the tax money for the same purpose would just help the issue to a greater degree. Really g2g, cya.
