Yes that is the legal definition. However the water of bourbon county make the biggest difference, with a high lime and very low iron content, it make a huge impact on flavor. I wish I could get small bottles of good Irish whiskey. I hate the idea of paying $40 for a fifth, esp if it turns out I don't really like it.
