One word sentences are grammatically incorrect. When you ask "who?" or "whom?" you're referring to a previous statement, which is the implied object of the single-word statement. In the case of who/whom, the answer will always be "who".
"Johnny went to the store."
"Who [went to the store]?

I'm pretty sure I learned it in Grade 2, but things like that have a way of getting replaced.
