Last time I heard it does, I might be wrong though. The main reason I remember was testosterone insensitivity. If you continuously have high levels of testosterone in the blood, the cells will compensate by reducing the amount of adregeneric receptors. Penis growth is the result of male hormones, such as testosterone...so if the cells get insenstivie to it then I would imagine that it wouldn't grow to it's fullest. This is just me remembering what I learned I could be faulty though.

I dressed as Two Face for Halloween one year. I got called down to the Principal's office for threatning kids with the "death coin". I used to get really into character and junk on Halloween as a kid.

Apparently I pinned down some 1st grader and said "Heads, I'll let you live. Tails, I blow your damn head off!", and he told on me.
