I'd recommend a RRA for a moderately priced, very accurate rifle. In the price range, there are none better, IMO. I've got an Elite Car A4 and love it. Very tight upper to lower receiver fit. Fit and finish are great. And you get to choose any options you want from the factory. Things like barrel length, style, and material, handguards, grips, chamber, sights, and accessories are all assembled to your liking.
My suggestion would be to find a local private FFL and have them order it for you. Find one that charges a flat rate on rifles so you aren't paying a 15% markup through Gander Mountain or Cabelas or anywhere like that. A good flat rate would be $20, but even one that charges $50 will save you money.
Here is an FFL finder. Basically, any FFL is trustworthy. Nobody wants to fuck with the ATF. They're just looking to make a little money. I just chose one closest to me and have used him several times now. He owns a small diner and we do the transfers in the kitchen. I walk in looking like any other patron and walk out with a gun in my hands.
