Franklin Richards has the potential to be the strongest mutant on earth.
Someone said Jean Grey...yeah she's powerful...but the Phoenix force isn't her power. She's basically a cosmically enhanced mutant.
Other contenders:
Professor X
Magneto
Nate Grey

Pretty sure the TS meant any Marvel character since he mentions Galactus and Silver Surfer.

Actually if im not mistaken "Eternity" is the strongest and most powerfull marvel character in history. Although she/ he has only been metioned a few times in the series she is what controls what goes around in all galaxies and the whole universe. There might be some speculations about this because Eternity isn't really a figure, but a huge cloud like figure, about the size of our solar system. She controls our univers. If im not mistaken her only threat is Apocalypse making him the most powerfull vilin.

Galactus is the strongest... He eats planets. He gave the Silver Surfer his powers, trapped the silver surfer on Earth after his rebellion for several years, Given and taken the power cosmic to several other Heralds (Firelord, Binary, Terrax, and few others I can't remember currently.) Ignored direct attacks from both the thing and Human Torch... Not to mention the HULK.
And Just batted away his Herald like a fly when the Silver Surfer Attacked him in defense of Earth.
I dont really see Silver Surfer or Apocolypse ignoring direct attacks from the Thing and Human Torch... Not to Mention the HULK.
And Making Mutants into his own Horsemen of apocolypse isn't quite Making a nonpowered Scientist... Norrin Radd into The Silver Surfer, his herald for a long period the same. Corrupting/Enhancing Ones natural Powers isnt the same as Bestowing the ability to fly faster than any known Intergalactic Spaceship, survive in space, and the Many other powers that Galactus had given the Silver Surfer let alone any of his heralds.
The Source of this Info is the Fantastic Four Comic... concerning Galactus coming to earth... Not to mention Silver Surfer Comic and I believe Captain Marvel. Not to Mention the Many Fantastic Four Tv shows...
Show where either Apocolypse or Silver Surfer has done anything like that and I"ll be impressed.

i would say acess from the D.C. vs Marvel series.
Access appeared in two follow-up miniseries, "DC/Marvel: All Access" and "Unlimited Access". In the first, Access helped prevent Dr. Strangefate from re-merging the two universes; in the second, he discovered that the "old bum" was actually his own future self, and that a variant version of himself had joined forces with Darkseid. He also discovered his powers were greater than he believed, and he absorbed his evil self within himself and helped the heroes of both universes defeat Darkseid's scheme.
Access is briefly mentioned in a Superman/Fantastic Four crossover. When Superman receives a (false) holographic message from his father Jor-El, stating that Galactus was the one who destroyed Krypton, he flies off, reflecting to himself "With the help of experts I'll find the monster. And to find them... I need Access."
Access is mentioned again in the crossover Superman/Silver Surfer: POP! by the Impossible Man.
Access' first appearance was foreshadowed in the 1995 DC/Marvel comic Green Lantern/Silver Surfer: Unholy Alliances, where the two heroes joined forces to stop Thanos and Parallax from destroying their universes. The final frames of the comic show an alleyway in New York where a large cardboard box is beginning to emit powerful beams of energy.
Access is now a native of both universes and his duty is to keep them separate. If they start to overlap, the universes will merge into the Amalgam Universe again. Access must move from one universe to the other keeping people from crossing over. If he stays in one place too long, he can cause spontaneous crossovers to occur. Access usually works out situations like this without anyone noticing that he is involved (This is done to explain how the subsequent DC/Marvel crossovers occur. Stories where DC and Marvel heroes appear on a 'shared Earth' are believed to be dimensional fluxes where the two universe have begun to merge again. It has also been explained that once Access has restored the timelines, the characters forget about the crossover).
Despite shared ownership between DC Comics and Marvel Comics, only DC has used the character in a non-crossover appearance. In Green Lantern #87, Access appears to the green-skinned Jade and claims to be looking for Kyle Rayner. Having no success, he decides to travel to the Marvel Comics universe in order to find the Silver Surfer.
Powers: Access has the ability to create inter-dimensional gateways between the two universes. He can use these gateways to teleport himself as well as summon others to him. He also has the ability to travel in time when crossing universes. He can feel the presence of anything from one universe in the other. In addition, Access has recently learned that he can create an "amalgamation" of two people he touches from each universe.
Abilities: Ability to travel between the DC and Marvel universes,
Ability to sense when an individual is in the wrong universe,
Ability to physically merge two beings into a single being and separate them at any time

Whoever that guy from X-men was who had that mohawk, could fly, and threw juggernaut across the ocean or something in one episode. Man that was a long time ago.

This guys is intersting:
Powers
Gilgamesh possessed many of the conventional superhuman powers of the Eternals, though some were vastly more developed than the majority of his race.
Superhuman Strength: Gilgamesh is among the physically strongest of the Eternals with strength rivaling that of Thanos. While the limit of Gilgamesh's strength was unknown, he was capable of lifting well in excess of 100 tons.
Superhuman Speed: Gilgamesh could run and move at speeds superior to that of the finest human athlete.
Superhuman Stamina: Gilgamesh's highly advanced musculature generated considerably less fatigue toxins than the musculature of ordinary humans, and most other Eternals for that matter. Gilgamesh could physically exert himself at peak capacity for several days before fatigue began to impair him.
Superhuman Durability: The tissues of Gilgameshe's body were much harder and more resistant to physical injury than those of an ordinary human, and most other Eternals. He could withstand powerful energy blasts, great impact forces, exposure to temperature and pressure extremes, and falls from great heights without injury.
Superhuman Agility: Gilgamesh's agility, balance, and bodily coordination were all enhanced to levels beyond the natural limits of even the finest human athlete.
Superhuman Reflexes: Gilgamesh's reflexes were similarly enhanced and were superior to those of the finest human athlete.
Energy Manipulation: Gilgamesh could project powerful beams of cosmic energy from his hands for a variety of uses including blasts of concussive force, beams of concentrated heat, and blasts that could rearrange most objects and materials on a molecular level.
Psionics: Gilgamesh, like all other Eternals, possessed a variety of psionic abilities. Gilgamesh had minor telepathic powers enabling him to mentally communicate with others. He also possessed highly developed telekinetic powers that he could use to levitate himself or fly through the air. Gilgamesh could reach the Speed of Sound, roughly 770 miles per hour. He could also use his telekinetic powers to temporarily increase his physical strength. Gilgamesh possessed mental control over every molecule in his body as well as control over certain automatic functions such as breathing, blood pressure, and heart beat.
Regenerative Healing Factor: Despite his resistance to injury, it was possible to injure Gilgamesh. However, if Gilgamesh retained psionic control over his body, he could, eventually, regenerate any damaged or destroyed bodily tissue.

Powers
Superhuman Speed Gladiator is capable of running and moving at speeds vastly greater than even the finest human athlete. While the exact limit of his speed is unknown, he is able to move considerably faster than the Speed of Sound, which is roughly 770 miles per hour. However, Gladiator rarely uses his superhuman speed while not in flight.
Superhuman Stamina: Gladiator possesses extraordinary physical stamina. His muscles generate considerably less fatigue toxins than the musculature of human beings. He can exert himself at peak capacity for several weeks before fatigue begins to affect him.
Superhuman Agility: Gladiator's natural balance, agility, and body coordination are enhanced to levels that are beyond the natural physical limits of even the finest human athlete.
Superhuman Reflexes: Gladiator's reflexes are similarly heightened and are superior to those of the finest human athlete.
Superhuman Durability Gladiator's body possesses a high degree of resistance to physical injury as well as a bio-aura. He can withstand high caliber bullets, powerful concussive blasts, falls from tremendous heights without sustaining injury. Gladiator can withstand temperatures approaching that of a supernova and can survive in the vacuum of space indefinitely.
Flight: Gladiator is able to generate gravitons that enable him to fly. Gladiator's speed rivals those of the fastest known starships, and can achieve faster than light speeds in hyperspace.
Heat Beams: Gladiator is capable of firing highly concentrated beams of energy from his eyes. These beams are capable of reaching extremely high temperatures. The maximum temperature his beams can reach is unknown. However, they are buring through the Hulk's skin, which means that they are able to reach temperatures at least in excess of 3,000 degrees Farenheit.
Psi Resistance Gladiator is capable of causing a counterforce against telepathic assaults and probes. However, telepaths of sufficient power are capable of penetrating his psionic defenses.
Abilities
X-Men The Animated Series
1994
Gladiator is highly skilled in the combat arts of the Shi'ar, personally trained by Deathbird.
Strength level
Gladiator possesses immense physical strength, the exact limits of which are unknown. His strength rivals those of known powerhouses such as Thor, Hercules, and the Hulk. His strength has proven sufficient for him to lift the Baxter Building itself, displaying that he can lift far beyond 100 tons.

I think Gladiator was just Marvel's attempt at making a Superman.
