Who's the powerful in the Marvel universe?

I haven't followed up on comic books ever since I was a kid. I was watching Fantastic Four: Rise of the Silver Surfer last night and I was wondering who the most powerful in the Marvel universe is.

My friend said it was Galactus. Is this true?

Galactus is not a "mutant". Neither is Apocolypse. Both are from another planet.

Most powerful mutatnt is probably Jean Grey after she becomes the Phoenix.

Is Franklin Richards a mutant? Either him or Magneto without a doubt.
