I was under the impression that "wet brain" is just a term to describe the feeling after a long night of drinking/drugs... especially after something like E your brain just feels dead and you have little to say.

My uncle had this the last few years of his life. Really disturbing and sad stuff, if you took him off alcohol he wouldn't just become hungover, he became violently ill. He ended up passing away from the abuse in 1996, and that last year of his life he couldn't even bathe himself.

There is also a very broad range from minor to major brain damage from alcohol, minor having adhd like symptoms/comprehension difficulties to being a complete vegetable. I have seen it first hand.
