Hmmm, my computer here at work doesn't have sound so I'll make some predictions and see if I'm right later at home. It looks like the guy in blue is the kid's dad, and he looks like he's pissed and ranting/making BS threats. I can't tell why Tigger did it, but it looks like he tried to put the kid in a weak Mir-Williams shoulder lock for a second, LOL. Then he just puts his paw on the kid's face to pull his arm back out. Strange and "shruggable" to me... maybe hearing the sound will make sense of it.
