I've worked at gas stations and now work in a refinery and personally involved in making gasoline.
Where I'm from the Fuel trucks have around 6 compartments in a double trailer rig. They load the premium into a different compartment and never mix. The only time fuel is mixed is when you are getting a mid grade fuel ie 89 octane is mixed with 87 octane and 91 octane, this mixing happens at the pump.
Additionally most trucks have many stops and would have no need to "put extra into the premium tanks".
Making premium fuel is a lot more expensive and harder to meet the specs.
So I think your fuel theory is bunk.
Now if you want to talk about higher prices before long weekends and the ripoff of fuel prices in Canada, I'm with you. Don't get me started on our Tax on a tax (GST), or how come fuel costs less in a province 1400km away from where we make it and have to ship it via expensive pipeline's (probably Government subsidies)
