1) Again, things change when we're talking pure action. Overall,
First Blood is infinitely superior to
First Blood Part II. However, it's not a pure action film, so that changes things.
2) There are a lot of scenes in action movie history that are superior to that scene in
First Blood Part II. Great scene, but I myself wouldn't consider it the best.

That's the thing: If it can be categorized as more than one genre, then it's not a pure action film. You can't call
Die Hard anything but action. Same for
Lethal Weapon, same for
First Blood Part II, same for
Under Siege, etc.
However, if we put "pure" aside and just lumped all action films together, then I think I'd have it as follows:
- Die Hard
- Lethal Weapon
- Predator
- Terminator 2
- Commando
All other films can fight for their rankings, but these films are by themselves at the top of the genre. I love
Total Recall, I love
Under Siege, and yes, I love
First Blood Part II, but I think those five films are the cream of the crop in action.
