Is this the Scorsese/De Niro film you're referring to? If it is, kudos to you. I think that's easily not only one of the most underrated comedies but one of the most underrated films.
IMO the only character in film history to rival the pathetic nature of Rupert Pupkin is Jerry Lundergaard. Those two are in a league of their own when it comes to losers.

You might want to try IRON GIANT and TAILOR OF PANAMA.
LA CONFIDENTIAL VS CHINATOWN
Initially I preferred the former to the latter. However, after repeated views CHINATOWN's bleak artistry wins out. To me LA CONFIDENTIAL grew saccharine over time. In light of the Director's Cut of PAYBACK, I found I wanted LA CONFIDENTIAL to be grittier, more like Ellroy's novel, which is sharp like glass.
It didn't help that Ellroy himself said that same year there were two noir films superior to his adaptation: CROUPIER and THE GENERAL.
Both of which are good. CROUPIER's a dyed in the wool noir, like its sister I'LL SLEEP WHEN I'M DEAD. THE GENERAL is a pretty rollicking (and B&W) inspired-by-true-events tale of Martin Cahill. As played by Brendan Gleeson, who should have carried more films. I guess now Ray Wintone has taken over for him.
But I digress. The elegance of CHINATOWN is that it controls you. It does exactly what it needs to do to elicit the precise reaction. Revulsion, horror, apathy, bravado, shock and awe. And a pretty good chinaman joke.

Don't get me started on what a producer does.
That reminds me: WAG THE DOG. Also, HOFFA, SPARTAN, HEIST, RONIN, GLENNGARRY GLEN ROSS. You see where I am going with this.
And, BLOOD SIMPLE.

Glengarry GlenRoss is one of my favorite films. The acting in that film was some of the best overall. Everyone in that movie gave a fantastic performance. Especially Jack Lemmon as a desperate salesman, absolutely phenomenal.

Seen The Big Kahuna? 3 people carry an entire film. I liked it a lot.
