Exactly, the first two were based on the characters. Rocky 3 and 4 were all about the hypes fights mainly, with little character development (4 more than 3). Rocky 5 tried to bring the story back to it's roots, but basically failed for the most part.
Still haven't seen Rocky Balboa yet so I'll reserve judgement before I see it. I've heard it was quite good.
