She saw the CHP on the highway and decided not to pass him even though he was going 60mph in a 65. Eventually she decided to speed up to the limit of 65 therefore passing the CHP. He pulled her over.
He sees that she is a cop to and says he doesn't believe in giving other cops tickets. But then got all unprofessional talking about how SD Sheriff's gave his wife a ticket and he didn't appreciate that. Personally I'm glad his wife got a ticket because the CHP puts the shaft to everyone. They don't deserve to get a break either.
I feel so sorry for your girlfriend. I hope that situation improves.

I agree, CHP is a lot worst the the sheriff's and city police. My friend also got pulled over for the same thing your wife did. The CHP officer was going under the speed limit but got passed by my friend who was going the speed limit. CHP does not let up

Usually if the other party is insured then the plaintiff's insurance company has no stake in things and they are no longer a part of the process. If your gf was un-insured or under-insured then the plaintiff's insurance company will be involved if he had OPTED for such coverage and things can get really complicated in that situation. Things really depend on the state law where you are at. I can't really be specific about CA because i'm not familiar with their specific laws.
Obviously $10 mil. is going to be a far larger sum than your gf was covered for and the plaintiff's attorneys know there is no way they can win or receive an award that high. This is what kills me about your gf's company offering a 100k settlement, it basically tells the plaintiff and his attorney's that her policy covers her for much more. Seriously, many fatalities don't pay out 100k. If the companies first offer is for 100k that's pretty much a dead giveaway that she's covered for 300k+. Now that the plaintiffs attorneys have an idea of how much $$$ their playing with they are going to do what they can to get as much of it as possible. You are definitely right, this guy is just trying to push things into a settlement.

If that is true, then its not a valid ticket. You can not pull someone over for passing you, you still need probable cause for a stop. Going the speed limit is definetely not. I would say fight that shit. All cops are allowed to give breaks, but I have also heard horror stories about the CHP. I do not work for them.
As far as your lecture the CHP gave the SD Sheriff girl, listen to this one. My buddy from work was pulled over by the CHP. He was asked for his license and all that, and my friend said, "ok, but before I go reaching for anything I am in law enforcement and I have a gun in the car." The officer asked him where it was and my buddy told him, and then the officer instructed him to give him his license and badge. Once he was done, he gave him a ticket for not having his insurance card on him. Then he said that "you guys are not above the law," referring to our agency. Then he said, "and you are lucky that you didnt reach anywhere near your gun, or I would have filled you with holes." My buddy laughed and said he would laminate his ticket and show it to every CHP he pulled over when he wrote them theirs.
Not all cops are dickheads, I promise.
