Best Martial Arts Action star is Jackie Chan but overall action is the governator. Without Bruce Lee, Jackie would be in Hong Kong doing stunt work though...

He's a ballsy, imaginative stunt man and I love his appreciation for the masters of the silent era, but as an action star, there's no way he's better than Arnold. You're welcome to your opinion, but mine is that, no matter the semantics (i.e. "action star" or "martial arts star") I just don't think he's the greatest.

Many, many people disagree with you.
With your criteria, all you can sincerely say is I've enjoyed Schwarzenegger films more than Chan's.
Chan appeals to more people, does his own stunts, and works in a genre that could readily survive today's tastes. Like others have said, Chan is what makes Chan great -- Arnold's got an entire team behind him. This is no small feat, no matter how lukewarmly you receive anyone.
The only thing is that Chan's too old to recapture the lightning he once had. Still, his body of work surpasses any American action star. I also believe in terms of audience, Jet Li is a greater action star than Arnold.

That's okay. Just as many---if not more---people agree with me. It's all subjective.

What else needs to be said? Jackie is the better stunt man and Arnold is the better action star.

Like I've said already: I respect him as a stunt man, but the action sequences in his films aren't as good as those of other martial arts stars like Bruce Lee, Jet Li, Steven Seagal, etc., nor are they as good as the action sequences in films of other action stars like Arnold Schwarzenegger and Sylvester Stallone.

I'm sorry, but that's a load of shit. He may have more films to his filmography than Arnold, but I'll take quality over quantity, and with Arnold's long list of classic action films, he surpasses Chan by a WIDE margin.

Again: That's a load of shit. You seem to be too far removed from the days when Arnold was the king. Never did Jet Li gain the stardom and fame that Arnold had.
You ask a thousand people who Arnold is and then ask the same thousand who Jet Li is, I guarantee you that more people will know Arnold than will know Li.

That's very American of you.
Do you know how to figure out how much money a star's films have generated? I don't, and I'd be keen to see how Arnold's filmography compares to Jackie's.
Did you know RUSH HOUR 2 has made more money than TERMINATOR 2? That kinda blows my mind.

*Shrugs*
The United States is one of the largest film markets in the world, certainly the most famous, and the most prolific when it comes to action films/blockbusters.

Of the top 1000 grossing films in the US market, 11 of Arnold's films are on there to 6 of Jackie's (I wasn't counting Stallone's but of the films of his I scanned past, he's got more than both combined).

Not according to IMDb, which has T2 listed as having brought in $516,800,000 to Rush Hour 2's $329,100,000. In fact, T2, T3, and True Lies are all ahead of Rush Hour 2.
Also, according to IMDb's list, nine of Arnold's films are among the largest grossing films to Chan's 2, those two being the first two Rush Hour films.

I really loathe that there isn't one place we can get this information. I did my cursory search on Yahoo, by way of Google.
There's gotta be some website that says: Arnold Schwarzenegger's films have made X amount of money, Jackie Chan has made Y amount of money. There's gotta be.
Okay, check this out:
Jackie Chan Data.
Arnold Schwarzeneggar Data.
Hell, even this kinda sucks because I know there are more Jackie Chan films than this. Hell there are more Arnold films that that.

Well considering Arnold has more films among the largest grossers as well as having films that grossed more than Chan's, I'd assume Arnold would be the more profitable.
Then there's also VHS/DVD sales if you want to really get down and dirty.

Yeah, I'd love to, but I don't think it's feasible.
I used to think Arnold was the biggest, too. But it's definitely Chan. More films, more fans, more him. As for as GOAT, he wins on too many criteria.
Arnold is the top action star in America, but the sad thing is that title does not mean as much anymore given how the climate has changed. TRUE LIES was his last great action picture, and even then it doesn't have the same grit to it as PREDATOR, which is what I think of as the quintessential Arnold film.
I tell you what. I like PREDATOR better than anything Chan has ever done. You can almost add his entire work together and I would still say the same, except DRAGONS FOREVER was REALLY good. Man, I love that flick.
