You said Jackie Chan's action sequences are better. That's false. Whether or not he has a stunt man doesn't change the fact that the sequences themselves are hundreds of times better than those in Jackie Chan movies.
It's really a matter of preference. Some prefer big hollywood explosions and 10 stuntmen, others prefer action sequences that are awesome even without all the glitter because they are still elaborate and 100% real.
Now we're arguing whether Jackie Chan is better than a 100+ man movie team. Arnold didn't make those action sequences awesome, all those SFX guys did. Jackie Chan, himself, made all his action scenes awesome.

As far as Jackie Chan, he is probably the best because of all the stunts he does. If Bruce Lee had lived longer and done more movies, I would say he would be my favorite. "Enter the Dragon" is the only martial arts movie I own, but because of the number of Chan movies and the crazy stunts he does, I would say he probably beats Lee (and easily Arnold, I never really liked him. I always think of Rainier Wolfcastle from the Simpsons when I see Arnold, and realize how stupid he is).

I think both of you guys missed the point I was making. You watch a scene from one of Jackie Chan's movies and then watch, say, the police station massacre in The Terminator, and you really put Chan's scene above of Arnold's?
He's a ballsy, imaginative stunt man and I love his appreciation for the masters of the silent era, but as an action star, there's no way he's better than Arnold. I never said Jackie was better. Like I said earlier, Arnold has the better look and one liners, which are both very important for an action flick. Jackie Chan is a much more capable action star from a strictly physical perspective. Jackie Chan, as an action star, can accomplish things that Arnold needs 10 stunt men for. Sure the car chases in Terminator 2 were awesome and it was sweet when he used a minigun on the police, but that's a reflection of James Cameron, Arnold's aesthetics, and a huge budget rather than a showcasing of Scwarzeneggar's personal merits.
You keep praising Arnold as the undisputed best, but all you are really doing is making apparent the great teams of stuntmen, stunt coordinators, Directors, and Special Effects guys that have been around Arnold nearly his whole career. I'm just saying that Jackie Chan can make equally compelling action sequences using complexly choreographed Hand-to-hand combat sequences and stunts that he does himself. Ignore the fact that Arnold is a wall of muscle with awesome one liners for one second and it's clearly obvious that Jackie Chan can do way more in front of the screen and doesn't even need any help to do it.
