Wow...4 pages so far and no one has recommended Amelie? I have seen it a couple of dozen times and it still holds up.

I almost put it down. I didn't like it much, but everyone else does so I will second your suggestion.

For the record No Man's Land beat it out for Foreign Film Oscar in 2001.

I don't know if it is considered foriegn but "They Wait" is Japanese and fairly new.

I don't know something about Audrey Tautou and the Amelie character made me go looking for shy French-speaking ridiculously cute brunettes for the better part of 3 years. It also fooled me into thinking that I cute understand French. Then I turned off the subtitles, lol. She was also in A Very Long Engagement, which turned out to be A Very Very Long Movie.

City of Lost Children isn't bad...don't know if anybody's mentioned that one so far but since it fits in with the "City Of..." theme...
