Ennio Morricone is the answer. Once Upon a Time in the West and Once Upon a Time in America are the two greatest scores in the history of film.
Along with Morricone, I like Elmer Bernstein (The Magnificent Seven and The Great Escape), Lalo Schifrin (Mission: Impossible and Enter the Dragon), and Jerry Goldsmith (The Omen and the Rambo films).
And just FYI for anybody who cares: The score for True Romance wasn't an original score. Being the cinefile that he is, Tarantino wanted Tony Scott to use the theme from Badlands.
