No, he was out.
He may have looked like he was still with it, but his arms were up and moving as he tried to fight off Silva.
Only problem is, no one was near him. Sometimes people get knocked out and they stiffen up or become immobile. In other cases, they are still moving and maybe even fighting but are actually not reacting to anything going on in the real world.
It was the latter case with Forrest.
