Chinese character look up?

I was wondering if there is any program out there that helps to translate chinese characters.

In windows I have a utility that will tell you the word/character in pinyin [but for taiwan]/[whatever the system in Taiwan is called]. It is not pinyin with english characters it is bopomofo symbols.

I was wondering if there is a similar program that will tell you what the pinyin is for the character if you draw it. A utility that will let you draw the character and tell you its sound and tone so that you can look it up in a dictionary.

Also, is there a character lookup tool that will translate 2 characters into their english counterparts. Because a lot of chinese words are not single characters but combined 2 characters to give meaning. And the other way around from english to chinese.
