Shogun's skills aren't world class Like GSP, Randy Couture, A.Silva, or BJ PENN.
Quick comparsion of Shogun's skills with these 4 fighters.
GSP vs Shogun
Wrestling :
GSP is a wayyyyyyyyyyyyyyyyyy better wrestler. Gsp has took down everyone at will. From Hughes to Koscheck.
Shogun isn't the best wrestler. He had troubles taking down Overeem, even pulled guard at times.
Striking :
GSP wins again.
GSP is accurate , has better boxing/hand and has the athletism to excel in movement and footwork His only flaw is what made him lose in the Serra fight. Lack of boxing.
Shogun looked good when he outstruck Rampage after he broke Rampage's rib, but that's about it. In his fight against nog he got outstruck. He was scared to strike with Overeem, got outclassed for the few seconds against Diabate, got outboxed by Nakamura, and got outstruck by Cyborg. Shogun showed no skills of boxing in his fights, and little technique in his striking.
BJJ/ground fighting:
GSP wins
This is Shogun's best skill IMO, but GSP still wins. GSp has a better ground and pound game, and looks more versatile with his subs than Shogun.

Striking :
Couture wins.
Couture isn't the one who usually tries to finish someone with his strikes, but usually to mixit up with his wrestling. What makes Couture win in this battle is that his boxing can go toe to toe with any strriker before taking it to his element. Shogun, on the other hand, gets outclassed against a top striker and takes it immdiatly to the ground.
BJJ/ Ground Game:
Randy wins by a slight margin
Most of Couture's losses are by submission, but those were in the days before he learned the submissions he knows now. Shogun is a better at using subs, but Couture is better at defending them, and is better controlling people on the mount. Couture's ground and pound is very underrated IMO.

Something that BJ has that Shogun and most fighters don't have is TD defense. His Defense for takedowns are legendary.
Striking :
BJ Penn by a landslide.
BJ Penn's striking amazes me. I hardly see any MMA fighter use the boxing skills he has. He has nice footwork and nice head movements. He gave Machida alot of problems on the feet, and was beating GSP before there was any eye poke or gassing.
