Yes, but he is not from an western country.
Nobody will say Frazier Joe, Ali Muhammad, Couture Randy or Liddell Chuck, even asians wouldnīt do it.
You should respect a name like it is, not like you want to.
If he would adopt a western first name, then it would right to say First name - surename, like Johnny Choi, Mike Choi or whatshowever, but he hasnīt.
Choi Hong-man is right, Hong-man Choi is wrong.
Bruce Lee is right, Lee Bruce is bullshit.
otherwise: Lee Siu Loong is right, Siu Loong Lee is bullshit.
Miyamoto Musashi is right, Musashi Miyamoto is crap.
Mike Tyson is right, Tyson Mike is wrong.
In many asian (China, Korea, Japan, Vietnam) and african cultures itīs surename first name, so you should respect it.

I wish the Korean Army had something like T.O.P. Army Fighter, so he could still compete.

No, its Fedor Emelianeko in Western cultures.

Yes, but normally itīs important from which culture do you come from.
Nobody says Frazier Joe, Liddell Chuck or Couture Randy, even asians wouldnīt. Otherwise, nobody says Tse-tung Mao, Jong-il Kim or Lian-jie Li (Jet Liīs chinese name).
If you know choiīs first name is hong-man ans last name is choi, you should say choi hong-man (because itīs an asian name). if he would adopt a western firstname like Johnny or Micahel it would be different, then Johnny Choi or Michael Choi would be correct.
At least anybody can do it like he want, but i have the opinion it should be important where do you come from. The whole world should say Mike Tyson or Choi Hong-man, not Tyson Mike or Hong-man Choi.

Wasnt Fedor often called "Emelienko Fedor" in Pride events, as someone pointed out?

I also remember reading artciles that had his name like that. I mean it makes sense to us, just like how the British do dates backwards (to us) too.

Yes, thatīs true. But it was Fedorīs own wish to be called "Emelianeko Fedor" in PRIDE because the events were japanese production. In Japan itīs like in China, Korea or Vietnam, surename, first name.
Maybe Fedor wanted to be nice and show his respect to japan.

Then people that speak English may mistake their surname as their given name.
If any body gets offended by this, they have issues.
