Considering steroids aren't illegal in Japan and PRIDE didn't test for them, steroid use was certainly more widespread. I don't know why anyone is on a witchhunt. If the country/government and promotion hosting the event has no problems with steroid use, it's one of those things that is considered fair game. The stigma of it being "cheating" or unethical probably didn't exist. If someone like Wand was doing it, he was far from alone.
