They were once a part of the Russian Empire, and a constituent of the USSR. Two official languages are Russian and Belarusan. So Arlovsky is pretty much Russian.

But then again by that logic you could also count Karo Parisyan and Manvel Gamburyan since Armenia was also part of the USSR.
