Fedor has fought heavies, and super-heavies. Therefore two weight classes "unofficially". Plus I'm pretty sure Fedor could make LHW if he really tried, and pretty much dominate even more than now.

Randy lost twice at LHW before going up to HW and dominating Tim and Gonzaga.
Vera was like 8-2 at HW and has looked terrible at LHW.
Franklin has a better record at LHW than at MW.
Penn has a loss and a draw at LW and 2 losses at WW yet is undefeated at MW.
Henderson took the LHW champ to a close decision and lost in 2 rounds to the MW champ.
Going down in weight does not equal easier fights.

Franklin should be there as well. In five years his only losses are to the guy who's number one on the P4P list. Right now Rich is the most underrated guy in yhe sport.

Randy fought an injured Tim Sylvia and a good win against Gabe...
Vera fought the weaker eliment of the HW division and the minute they upped the opposition he lost, same at LHW
Hendo fights far better at 205 his success at MW in the past few years is patchy at best...
